How to increase VRAM?
So my laptop is stating that I have a dedicated video memory of 128mb, but that my total available graphics memory is over eight thousand. Is there a way I can increase the dedicated VRAM on my laptop or no?

Dedicated memory is the memory directly tied to the GPU. The 8000MB is your system memory that your GPU/IGP can use to handle any overflow (instead of the program just crashing because out of memory). But it's typically slower than the GPU's dedicated memory. This isn't something you need to manage, it's done automatically, and done better than you will ever be able to do it.

Chances are though you're running an IGP, integrated graphics and it has no dedicated memory, just 128MB of system RAM is allocated to it and that will adjust as needed. The IGP is going to have very limited performance and trying to manually manage the memory allocation might sound good, but not necessary and won't improve the performance. Limited VRAM is the least of your problems and no amount of memory micro managing is going to make IGP more powerful.

But, I'm making a few guesses too on account you didn't bother to mention your system specs.

For my other specs I have 16 gigs of RAM and a Intel Core 7 150U

Unless you list some other GPU, I can only assume you have the one integrated on the CPU.

Even though it's quite recent, the Intel IGP is still going to be pretty low end. It would have been amazing in 2014 performance-wise for an IGP. But it's not 2014. And there's no reason or no benefit to try to micromanage the VRAM, it's already auto-managed.

Yes buy a new dedicated gpu with more Vram.
Most games will not play on an integrated.
