Whatever it costs, it's not worth it
Steam levels are meaningless.
Level 100 is 55000 xp, around 480 badges (Some badges may give you more XP, such as seasonal badges), that will cost around 100 bucks.
If you wait long enough, do the seasonal badges, the tasks for your community badge etc. you will get there for free.
How much money do you need to spend to own a 100 games. Lots of variables. Same with Steam levels, there is no concrete amount and even a rough estimate is going to cover a significant range of money.
