I don't see the issue.
I sincerely doubt you have a 300 Megabyte connection as that would equal 2.4 Gigabit per second.
ISPs use Mb/s and not MB/s.
Steam > Settings > Downloads >>> Display download rates in bits per second (toggle off)... and that will show you in MB.
I think the bug is in some of your knowledge, unless you have more information to add.
Yeah... Verizon does that here too. Unless you are in the gigabit plan. Then, you are either at 1 gigabit or just shy.

How many Mb is 300 Mbps?
300 Mbps provides a download speed of 37.5 Mb per second.
