Steam cloud not working try these three things.

1. open steam as administrator and click retry sync if it is still not working click retry sync open the game when it says it has been synced close the game and that should work if not try this
2. check integrity of game files in properties.
3. go in steam settings top left to installed games and click on the 3 dots in the right middle corner next to the search bar amd click repair game folder
