Sadly, Vanilla Prepaid Cards Don’t Work With Steam Currently
After trying many times to try to make a purchase from the Steam store using a Vanilla Prepaid Mastercard directly, and also by linking the card to my PayPal account and trying to do the transaction through PayPal, nothing was working. The transaction kept failing over and over and over. The only information that Vanilla Prepaid asks for on their website is your postal code. After that, the card can be used for online purchases. So I opened a support ticket with Valve about this and at first they said that is it possible to use a Vanilla Prepaid Mastercard on Steam. I kept trying and trying and still no go. So finally I called Vanilla Prepaid and they confirmed for me that you can’t use Vanilla Prepaid cards on Steam. Neither directly nor through PayPal. So the information that Valve told me at first was incorrect. You can’t use Vanilla Prepaid cards with Steam.

So if you get a Vanilla Prepaid card and you want to use it to buy something from the Steam store, you will have to go to a local store and use your Vanilla Prepaid card to buy a Steam Wallet card. And do it that way.

I don’t know why you can’t use Vanilla Prepaid cards with Steam. It seems ridiculous to me. Maybe they will be allowed in the future. Who knows.

So this is just a heads up that Vanilla Prepaid cards don’t work with the Steam store currently. You will have to go to a local store and use your Vanilla Prepaid card to buy a Steam Wallet card. And do it that way

They instituted a new policy on their own and never bothered to notify merchants of the change. Nothing strange about it.

What makes you think this has anything to do with Visa?

Visa is not a Russian company.
And you may want to look up what sanctions are too.

Dec 2023 - just tried with a Vanilla prepaid Visa card - still doesn't work. I'll have to take it to a local physical store and buy a Steam gift card. Prepaid credit cards are the worst.

Mastercard has changed their rules in Canada a few years ago. Visa works.

This thread was quite old before the recent post, so we're locking it to prevent confusion.
