And the conditions I listed above do easily apply to 98% of the store, unless you or your friend are living in russia or south east asia (where the prices are cut down a lot and you rarely match the range of other regions).
If you are still in Ukraine, you are going to have issues sending game gifts and even gift cards.
Why is it so hard? Or should I just go to another online store that is not overdone about paying taxes and laws per region for a one-off?
Game gifts out of the country will most likely be restricted due to price differences, which is not just a Ukraine thing. Similar issues sending digital gift cards but for other reasons.

*May not actually be anything close to 100% of PC gamers. No, it may be be some unreasonable or upset user projecting their feelings onto gamers as a whole. Forgetting for a moment that most gamers don't agree with them, or care about their individual woes, or otherwise don't have their issues.
I lived in a country with sanctions imposed against it, and it was like forever and it changed nothing - and to be honest, it's often done completely incorrectly. But enough politics, what are we able to do?
Nothing, there is no way to circumvent and give out a gift if the price difference is greater then 10% either positively or negative. That's to combat people abusing pricing in lower regions to act as store.
You can gift a key if sold from another site or send them a gift card for the amount of the game.

Also perhaps because people have multiple friends? Or multiple occasions to give gifts? I mean if i want to give a friend a gift on his birthday and christmas your "solution" is you shouldn't be able to?
For the vast majority of people it works fine, its only an issue when your dealing with friends in another country, and the simple solution is to send a gift card in those cases.
Anyway, some people might even prefer picking a game for themselves rather than being gifted something they might not like.
