assume you did not change isp or router or did anything sense last time working.
and have win10 or newer.

dont forget you actual got a reply from steam server, and network or steam might be back after 10 minute or isp into steam have congested network, its all same and end up with not getting through.
minor tips, test at 05:00 , your region is at sleep, that mean lesser traffic from isp into steam server, it might not proof other issue but most will say if it work now then lines seem to have lesser user atm.
root cause as it would affect half the population of my million plus city. ( only two main ISPs ) But it is more likely than many things I can guess at since this does affect both my phone and my computer.

This gave me a new idea for diagnostics.
I disconnected my phone from my network and have it using the Cellular data, it was able to connect. So that narrows this down to something between my ISP and my router now.
Now I need to know what could be blocked to cause this.

Same thing on PC but I sometimes can get it after 382085385809529493 tries and still, bulk purchase will always fail for a few cards (even with right price and high stock).

It goes to the point where getting a set of cards can take 30 minutes no sweat... Before the ban : 30 seconds.
