Does this happen frequently or did it just happen this time?

If it's a recent issue then there are two things you can do.

For a momentary fix;
• Open your task manager (right click on your taskbar and select Task Manager).
• Find Steam Client WebHelper, there should be several in there, kill few of their process.
If you can't find Steam Client WebHelper then they're inside Steam (32 bit) or Steam Client Service (32 bit) instead.

Don't worry about the WebHelper process, you'll never be without them when Steam client is running, it'll always restore the WebHelper and it will refresh your entire client's communication to Steam servers.
You'll see your Steam client flash and react to you executing the process. Interpret it with optimism or sadism, whichever pleases you.

For a more consistent fix;
• Exit Steam client entirely.
• Open your Steam directory folder, by default it would be in;
C:\Program Files (x86)\Steam
• Navigate to appcache folder, it should be the very top, and delete that folder.
Again, worry not, once you launch Steam it will restore a brand new appcache folder. Deleting the folder will clear out any outdated cache files, which may cause a backlog and drag down Steam client's performance.
• Launch Steam and let it update.

If this is a frequent issue then it may be a connectivity issue which requires a different help.
