For the love of God, someone shed light on this!
My Steam overlay, the shift-tab function, continues to close itself everytime I try to use it while in a game, either immediatly or as soonas I try to manipulate a menu It doesn't crash and restart like would sometimes happen, it just closes itself out as if I shift-tabbed again.

This has been going on with everygame in my library for a while now. This did not used to happen. Someone said it's because I run in 1920x1200. Well I've been running in 1920x1200 since 2009, and this problem has only been happening for a matter of months. Someone else said "opt out of Steam beta." Well I was never opted IN to Steam beta to begin with.

Everytime this issue comes up, almost no one has anything to say about it, even Steam themself. This is like the third time I am asking about it. It is VERY annoying. In games like DOTA 2 and CSGO where I want to jump back and forther between the marketplace, this problem becomes rather serious. I end up having to alt-tab to my main Steam window. And that only works if I'm playing a game where alt-tabbing doesn't irrevocably freeze the game. Some games if you alt-tab out, you can't get back in to it.

There has to be some sort of fix for this. I just hope it doesn't involve erasing and resintalling Steam itself.

Just to be sure are you running any of the following?

Known Incompatible Applications

ATI Tray Tools

EVGA Precision

Kaspersky AV or Internet Security

Kaspersky 7.0 users must enable the Compatibility Mode for Programs Using Self-Protection

Methods option, also disable the option for Application Integrity Control.

RivaTuner
Please disable RivaTunerStatisticsServer.exe in order to use the in-game overlay.

The Shield Deluxe Anti-virus

Tiny Personal Firewall

Ventrilo
The issue with Ventrilo has been reported to be a Vista issue and making the involved apps Run as Administrator solved the problem.

Windows Blinds

X-Fire
Close X-Fire, or set it to not attempt to run its in-game portion on games not launched via X-Fire.

Zone Alarm

The only thing that comes close is nVidia GeForce Experience. And that can't be a problem, because this was happening before I installed that.

I do not mean to be rude, but canned, go-to responses are not going to be the problem. If they were, this would have been resolved through simple searching, instead I find threads all over the net going back to 2012 of people with this problem who never received any resolution.
For me whole steam overlay stop working in ALL games around christmas... They released some update and since then I can't get it to work... It's veeeery annoying!
Try everything in the post above including the faq links.

I honestly tried both. None helped. Refresh seemed like it may have but it didn't. I also turned off ALL services and extra processes exactly as described in second link (except norton 360, I am not able to uncheck it, literally not allowed) and even running with barebones necessity only processes and startup, the overlay STILL bugs out.

This is getting extremely frustrating.
Well well, it appears that running in 1920x1200 is the problem. I set my desktop to 1920x1080, and lo and behold, the overlay works again.

However this is still clearly a problem on Steam's end, as I have been running 1920x1200 since 2009, but this problem has only been the past year. At some point some internal Steam side change made it so overlay won't run if you're set at 1920x1200.

So as it stands right now, the only way my overlay will work is if I keep my resolution reduced? That's unacceptable. That doesn't sound right at all. And Steam better not take the position "well it's not compatible at 1920x1200, so that's that" because Steam should acknowledge that it's 2014 and a good many of the gaming community runs at higher resolutions.
EDIT: actually, the games have to be less than 1920x1200 for me if I want the overlay to work over them....

This is silly. It didn't use to be this way.

I had the exact same problem you're talking about. No overlay crash, just instantly closing whenever I opened it. I figured out it was because of a couple guides I had favorited, I removed them and all was fine, overlay was normal again. So try removing your favorite guides and see if it fixes it.

I assume Steam has trouble loading the avatar of the guide and so it closes the overlay.

huh? I don't even know what you mean. I never favorited any guides. Where do I check this? This is happening in ALL my games. Even games I never played before.
Yeah dude I just figured how to check that and I have ZERO favorited guides. None. So that is not the answer....

What causes it is a game's resolution being set to 1920x1200. Which is what my monitor is designed for... What "fixes" it is lowering the resolution, which I SHOULDN'T HAVE TO DO SINCE I HAVE BEEN USING 1920X1200 FOR ALL MY GAMES THAT SUPPORT IT SINCE 2009 AND THIS HAS ONLY BEEN A PROBLEM FOR A YEAR

In other words, this is STEAM'S PROBLEM
And I am furious how Steam proper (not volunteer forum mods, but Valve staff) ignore it, have no documnetation on it, never contribbuted to all the other discussions I have found about it...
that doesn't mean it has nothing to do with high resolutions causing it.
