Or just an empty folder?
After installation, right click on the folder and select "unlocker". It should show you options what to do with the file on the next boot.
If it's empty folder, then there is nothing to delete.
Run as the Admin account if u are not already, just for temp use.
> Then go to the folder F:\PC Stuff
> Right Click it > Properties
> Click Security tab at top
And apply Full Control for users via the Edit button.

Only users that should have Full Control are (unless u wish to specify)
> Athenticated Users
> User > Administrators
> User > %YourUserName%
If you are network sharing a folder and do not wish to allow Write capabilities for network connected users. Then these users below should be set to Read-Only...
> Users > Everyone
> Users > Guest
If you have a non-Admin limited user account on the system, u can allow them Full Control of certain folders (so they do not require Admin password) so that they can be able to properly run programs from such folders, etc.
Howver, when comes to any Core OS System folders that an OS preinstalled, DO NOT ever mess with those folders' Security, as u can really screw up your OS this way. Feature was meant for Admins and for User-Created folders.
But that all deppends on how much free space you have, and should be resorted as the last resort.
Is Steam running when u are using Unblocker, that could be your issue.
If anything, Run As Admin under Windows Safe Mode to do that.
That is not a realistic solution, that is a last resort situation. Which IMHO, you really should never have to do.
Safe mode is worth a shot.
A search online has found other steams users left with an undeletable F.E.A.R file after backup. The backup file exsist when viewed from the cmd prompt but the directory "can not be found" when trying to move or delete the files.
I have never seen one of these threads resolved and after trying everything thats been posted I'm assuming everyone resorted to a format.
The question is, does the backup of F.E.A.R break everytime it is attempted (win7 64bit)?
Edit: I have backed up over 200 games without running into any issues before fear decided to be an A-hole.
