Report a translation problem
Googling this problem mostly brings up a bunch of results for a couple of years ago when there was some problem with cards from Bestbuy not being properly activated at the cash register. I must say that if that is the case then "An unexpected error has occurred. Your code could not be redeemed at this time" is a rather inaccurate error message.
I still have the receipt but I'm not sure how I can prove to Gamestop that the code was no good if the error is on their end. I'm sure I can get them to do something about it if I go back to the store and complain in person. But it's a 15 minute drive and I don't want to waste time and money driving there just for that. So if that is the case I may be stuck without a solution until next saturday when I'm in that area, again. So I'm hoping this is something Steam can fix.
Did you by any chance use your Power Up Rewards card? I've heard that when you do, it puts the code in your Digital Locker.
If you're getting the unexpected error it could be an issue with Steam. You can try openting a Steam Support ticket.
