install cd on computer, add game to steam via the "Add a Non Steam game to My Library option in the "Games" Toolbar drop down."

If u are wanting to play MW3 MP, then u will need to let Steam download/apply the latest patch updates.

If you just want to play SP, then once the game is installed and shows on your Steam, go into MW3's game Properties and Disable Auto Updates.

There's no way around not installing the latest updates, most newer games have up dates soon after release(even more so for older games) and you'll be required to download in order to play. Steam makes it quite simple, open Steam>just to make sure you can connect properly>close Steam>insert disc>let it install>pressing "OK"or "next" when necessary. Then when its finished open Steam install the latest updates and you'll be ready to play.
