You don't need a good GPU to run that. It's a different game with a different engine.

You could run it, but you wouldn't enjoy it. I've had a system similar and I hated it, I recommend getting a desktop and a graphics card rather than using a laptop with integrated graphics.

the graphic minimum requirement for Assassin's Creed IV Black Flags (assuming thats what you mean) looks to be lower than the minimum graphic requirements for Watch Dogs.

So you could play Black Flags more easily than Watch Dogs.

If you really wanna play Watch Dogs maybe try to buy it for a console? (assuming you have one).

Does your system meet all the minimum requirements listed? If not, then no, you cannot run it - and no, an Intel HD 4000 is NOT equal to a GTX 460 in performance. There's a reason they call them "minimum requirements".
