CD-Keys are one time use and it's tied to your Steam Account
Neither point here is actually relevant to his problem. Many Steam keys can be redeemed on Steam AND on Origin, Battlefield Bad Company 2 as an example, it's one of the reasons why users selling their games on Steam is tricky to implement. The game just uses one login server at EA and as long as the key is accepted on a platform, you could assign it to a dozen platforms but they would share the one and same key when playing the game. (Buy a game redeem on steam and origin, sell the steam game to someone and still play on origin with THEIR key)
It also doesn't need Origin, but again Origin isn't required on BadCompany2 either and it works perfectly.
But some keys just weren't 'made' to work on both systems, I imagine they have made a separate list of keys, which aren't shared.
The only people who can get it added to Origin, are Origin support. If you pester them enough, they WILL do it for you, but they need pestering to do it.
