"Steam needs to be online to update"

So I'm installing Steam for the first time on this computer and I keep getting this error. I've checked out the "solution" on the support tab and it doesn't work. I've deleted, re-installed, and restarted my computer many times. I don't have any anti virus software and I disabled Windows firewall. I just have no idea what to do at the moment and would like some assistance.

You need a dsl internet connection.Sounds like you don't have one.Explain more clearly.

I was able to run Steam a few months ago on this same connection on a laptop.

I'm using a skin so I had to look it up... "From the main Steam window, go to the Steam menu and select Go Offline"

I can't get onto Steam. This is the first time I'm downloading it on this computer so when I finish the download, it automatically goes into updating.
