Commenting On Non-friends
I couldn't help but notice that a lot of profiles ask that you leave a comment before sending a friend invite, but from I've seen, you cannot leave a comment on someone's profile without adding them first. Is there something wrong? Was the ability to comment on the profiles of people who aren't your friends something Steam removed, and no one bothered to amend their profiles? I'd like to know what the deal is.

You can set those commenting-rights to be either "Friends-Only", Disabled for all (except for yourself) or open for all.

it is simple, their privacy settings are likely set to where nobody but friends of friends can post comments, or in some profiles, only the profile owner can post comments wich would easily explain what you are seeing.

People who ask you to leave a comment from their profile usually leave their comments section availabe for the public.

You're asscociating one group with another.

That's the thing, though... I usually go down to the comments section to leave something when they ask, and I can't.
Could be because your account doesn't have community priveleges yet. From what I can tell, brand new accounts with zero games and no premium in TF2 can't interact at all with the community.

It's to prevent spammers and phishers from creating hundreds of Steam accounts to send messages to as many people as possible.
