Has been happening to me EVERYDAY for WEEKS now!
It seems to effect only certain areas of Steams servers system both when logged in... and what's really wierd, is if you exit Steam completely and IE browser search "Error Code: -118", any hit on a steam forum page or community page that you click on gives you a blank page error that indicates a connectivity problem with a button to let you attempt a fix using network repair wizard.
I thought i had fixed it with a little experimentation:
Once, when the bug happened... i opened a command prompt typed in, ipconfig /flushdns
this "seemed to" work, for when i logged back on to steam, everything worked normally again. So then i went into Services and stopped "DNS Client" service and set it to "disabled". After i did that, the problem was gone for several days. BUT, because parts of the internet works using DNS, there were some websites that were difficult if not impossible to reach or would only partially load. Most of the stuff i normally used worked.
However today, the same ERROR happened AGAIN. So i turned the DNS client back on.
Steam was still down. Decided to check all my network settings and found that i had turned off, Flow Control and Interrupt Moderator in my advanced networks settings (probably one day when i was troublshooting online game latency/lag issues). Turned them back on, everything Steam returned to normal.
I guess time will tell if THIS was my problem, but i thought i would share anyway.

Are you talking to me... Did what i suggest work for you ?
Run Steam big picture, go to your profile there, go to the store, it will work at some point. Then while in Big picture, run google chrome and go to steampoweredgames website. After it loads, go back to the store, then exit the big picture and then click on the store in the steam menu. It works for me, and even if not, It always works in the big picture mode for me for some reason. I'm guessing it's browser-related bs, cause steam website often stops working for me too for some reason.
