Downloads won't finish/download stops
I've been looking around and I haven't seen anyone posting this problem yet: I go to download a game (Magicka, for example), it will download regularly for a little while, then the download flatlines (Network Usage: 0 bytes/s Current).
I can get it to start up again by making the download pause, then resume, but that will only work for about a second or two before it flatlines again. Now, I've tried just sticking it out and only getting bits at a time thinking "well, at least I'll get it downloaded in the end." however, the amount downloaded won't change (says "Downloaded 1.4 MB / 1.2 GB" even though under NETWORK USAGE it will say "83.9 MB TOTAL").
I've already tried reinstalling steam several times, I'm not downloading during a peak hour, I tried changing my location, and I couldn't find anything else online that accurately describes my issue. Help.

I also bought games but cannot download them. Went to my account and it shows I purchased them. Steam is driving me crazy and there is no one to help. The Support is a joke. I want to lodge a complaint but there is no one to speak to and when I go to Support there are hundreds of directions you need to access.

LOL welcome to the club. I have 3 support questions for this. And I have tried everything on the site. Nothing works. Nothing can be downloaded. It starts fine then flat lines. Glad I'm not the only one with this problem. This software has gone from great to garbage. Really sucks I can't play a couple games that I payed for.

I posted this question on Reddit as well, hopefully if I just keep posting everywhere, someone who knows whats up will help. When/if that happens, I'll make another post here for you guys.

Please do I have done all the things that they said to do in support and everywhere else. So I'm just stuck not being able to download and play the games.

My solution has been to install Steam on a large flash drive and download games on another computer at a friend's house. Then I can just play from the hard drive or move the game folder into the steamapps folder on my computer.

Steam has the fastest download speed what I have ever seen, means their servers must be top-notch. Excluding games which have a free weekend and overloaded due the huge download rate, I never spotted a single issue with downloading anything ever and that by the fact that I'm slowly nearing to 200 games, not counting the DLC's.
The speed of the downloads exceeds even my uTorrent, and thats something to say. So if you have a issue, it is inside your computer or your connection.

You should try changing the server you are trying to download from.
If all failes. Delete everything in your steam folder except for steam.exe and steamapps(folder) and launch steam. It should auto update and that might fix your problem.

Yes I agree for the most part but this computer is fine. There is something wrong with steam. Why is it I can download everything fine from all of my other programs and steam is the only thing that can't? That does not point to a computer problem that's a steam problem. Evo I have tried that already also thanks for trying.

I understand that this post may be over two years old, but just in case anyone else may be having issues (Recently I encountered this problem) but the answer was so obvious it hit me like a brick.

This may not guarantee a fix, but it resolved mine with such a similar issue.
I am running the new 5G Internet, sadly I do not have Ethernet so I've been using one of those Netgear wireless USB sticks to connect to said internet. The download resumed and finished just after I unplugged it and re-plugged it back in.

So for those with the downloading issue, I would recommend restarting your PC, if that fails restart your router/internet.

I feel like it may be the internet at fault; I'm no technician but it could be something related to that.

Try erasing your download cache.

Go to the steam settings, then downloads, and then "Clear download cache"

tell me if this works
