That is why you can't have nice things people. Valve has hopefully done this to keep the artwork section to actual artwork relating to the games instead of random "funny" animated gifs that you like.
Now just make them stop animate everywhere.
Yeah, might be a bummer to you but you knew that when you spent money on stuff like this that features might come and go. Cards might be worth more or less.
Also feels like 90% of all uploaded art is either animated gifs that should be videos from the game, stuff stolen from deviantart, screenshots or totally unrelated stuff. So you 10% might be bummed out, but it feels like either remove or rework the so called "art" section so that people get "art-banned" or something for weeks. Or maybe XP-penalties?

Also the problem doesn't center around .gifs, it's going for all filetypes.
