Read this: Steam Support > Reclaiming a Hijacked Steam Account

You can contact Steam Support here. You will need to create a separate Steam Support account in order to submit a ticket.

Additional information: Steam Support > Account Security Recommendations[/list]
I cant create another account because I have over 50 games on my steam...I dont want to lose them All, i want help to reset the password without having to have to enter it...
Read the actual pages they sent you. The Steam support account is completey seperate from your client/game account. They require you to create a specific support account for people like you who were tricked and had their account highjacked in which case the highjacker could just change your default email so there'd be no way of them emailing you a password reset and they cant just take your word for it (otherwise anyone could claim to own anyone's account) so you have to set up a support account and go through the process and you will get it back. Just be as detailed and provide as much proof as you have and the process will go quicker.

Also, try to avoid being phished in the future. 1. Never click on links you are not sure of. 2. Never agree to any trade done outside the official Steam trading window. 3. Never provide your user name/password to any site outside of the steam client except https://steampowered.com sites 4. Be wary of what you do on public/open networks

You are ultimate;y responsible for the security of your account and while Steam may assist you in getting your games back, any wallet funds or inventory items may be gone or good.
Lastly, be patient. They are always overloaded and are notorious for their slow or automated message replies. Like I said, provide any documentation/proof you think would help at all. Be prepared to wait up to 5-7 Business day (Mon-Fri not including holidays) and do not create additional tickets as they will not speed up the process and instead slow things down for everyone.

While waiting to hear back from Steam you should look over support pages such as this: https://support.steampowered.com/kb_article.php?ref=1266-OAFV-8478 so you have a better idea of how the system works and what to be on the look out for in the future.
But thats the problem..I have never opened a link nor traded with anybody through steam....How could somebody just hack my account like that?
There's literally 1000 ways from malware you may hasve and not know or a keylogger or like the one I mentioned about using your computer on a public/open wifi connection or even not having Windwows updated. Just think of anythingdifferent or odd that may have occured in the time leading up to your highjacking that may have happened or that you don't normally do.
While your waiting to hear back from Steam make sure your antivirus, malware detector, and firewall are all up to date and running actively. Also do a full scan of the entire computer with at least 2 programs that scan for viruses and malware each.

You need to ask you this question.
What happened lately?
What got installed?
Where from?

Any thing that could lead to a leak.
Find it.
He's right put yourself in their shoes have you done anything or been anywhere in the past week or so that could be used to exploit you.
Well the only dodgy thing that happened was that my dota 2 store wouldnt open up and when i tried to buy a skin i cancelled it but for some reason it reset my visa debit card...Then the other day i wanted to play some dota 2 so my computer just turned black screen but the mouse was visible i thought it froze so i shut it down....Next day get a msg from steam saying it was accessed from china my account. So what I have done is i figured out a way to change my password that ♥♥♥♥♥♥♥♥ who hacked me didnt change the email address so when i reset my password the code was sent to my email. Thanks again for the help but still cant believe if i did get hacked then it was cause of dota 2 store...
Im not sure wether the hacker did steal anything all my games items were the same....except i couldnt login via my normal password so i went on my email to check if he changed my email address and he didnt...My only question is can he do it again?
