Because it's the time Valve uses for its releases and stuff, maybe you don't need it because you use that exact time -I don't know- but there is a large number of Steam users who don't live in North America (like me) and therefore would be glad to know without having an extra clock on the desktop (I don't have enough space in it, but that's a different matter... :P)

The hours left are in your time, not pst.
Well yes, but that is for releases only (am I mistaken?). An example: The end of a "X" deal is said to end at "Y" hour PST. The problem with this is that I don't know what that "Y" hour equals to in my time, so if I have the current hour in PST I would know and I wouldn't have to do any conversions.
Just learn how many hours you are from PST and add/remove. For example you maybe -8gmt, so you know what the time is and you just count back 8 hours.
The time in the sale description is "Ends at X time PST". This time is PST, for what time it is in your time zone, you will need to take the offset for your time zone from PST, and add or subtract it from that time.
Alternently, the time on the game description pages is based on your time. So when it says "WEEKEND DEAL! Offer ends in XX:XX:XX", that's acutally how much time you have left. So if you don't know your offset, you can just visit the game page to see how much time you have left.
