No one guessed, people would upload vital files to hijack sites on request. Thats why new device gets 7 days.

Ok that makes a little more since, if they were willing to provide more info than just the username/password to a site that is not affiliated with Steam and they have no real reason to trust then I can understand why the requirements related to steam guard vary.

The only solution to this problem is secondary onscreen password or verification code send thru mobile.
