Does Team Fortress 2 give away a backpack expander?

I have read some articles about this and some say they do give away a backpack expander but do they still give away backpack expanders?

After reading it I couldn't find anything about "Free backpack expanders"

The backpack expander is not available through crafting, so either you pay money in the store or you find someone to trade it to you.

if your tf is premium you receive one in december along with one name tag ,one description tag and one giftapult

yes it exist but is expensive like $5usd with that amount buy a cheap game and then sell the cards when you have like 20 cents go to man.co store and buy a giftapult cost like 10-12 cents
in that way you receive one game, a free hat and premium acount,and full privileges steam acount
check those options and decide yourself

Your friend must gift you an Upgrade to Premium Gift.

Once you activate it, your TF2 will become premium (300 backapack slots, ability to trade, etc.) and he'll get a nice cosmetic item.

To further upgrade your backpack you'll need Backpack Expanders: one was gifted by Valve last Christmas, so either you hope for another handout this december or you trade stuff for it.
(Note you still can use these while F2P, but being unable to trade means you have to find people willing to gift you these - highly unlikely, if you ask me.)

First of all, to use the Market you must have made a purchase on Steam between 30 and 365 days prior, so your account will be already premium.

Depending on how much money one earns with the Market, he could go for a Map Stamp ($0.99): he'll get his TF2 account upgraded, the Mann Co. Cap and the World Traveler's Hat.
