Just because it says ROW, doesn't mean it can be activated in a large majority of the world. It is for whatever is left that wasn't already included other key(s).
Currently Dragons Dogma 2 has two regions. 1) Japan only. 2) Rest of the world except for Japan, Russia, UAE, and Kuwait. Notice I don't use ROW for #2. It's just a statement.
That website says a lot of things. Better off not using it at all going forward. And technically nothing on Steam is available in Iran.
