For F2P games, you get a card for spending a certain amount of money on the game.

Play a game with trading cards and a card will be added to your Steam inventory every 40-60 minutes (on average) until your card drops are used up. Note that F2P games require you spend money on in-game content before cards will drop during game-play.

Depending on the game they may never drop from anyone. If there is still cards out there in peoples inventories they get more rare. Its when they get crafted in large numbers that they drop.
Lets say that a game with 6 cards is owned by 1000 users. Everyone plays the game so 3000 cards drop for those users but no one wants to craft the cards for whatever reason. Then there will never be booster drops for that game because the cards are still out there.
That is my understanding of it.
Don't fret over lack of booster drops, they are rare.
I've received almost half a dozen packs since the Card system went active.
Higher Steam level = Higher chance (increased chance every 10 levels). But it's still the RNG game.
That's not exactly true. The boosters are not distributed on the cards being out there or not, they are distributed based on badges being formed. So if EVERY users who had cards for that game decided to never craft badges, then that game would not get boosters. But just because there are 3000 cards for the game in circulation, does not mean boosters won't drop, cause other users could be crafting the badges.
