my problem steam will not shutdown because cs:go is open even though it is not

Open task manager. Check the processes tab, show processes from all users.

im on an os x they were to stupid to add task manager

Not familiar enough with OS X to know if they have any way of monitor running processes.

The Task Manager equivalent in OS X is Activity Monitor.

Just kill the process in there and it should let you close Steam. In terms of a fix, you might need to wait for a game patch.

that's happened to me before too, but with a different game. I just restart my computer....don't know if there's a betterway

I have this problem fairly often with various games - Killing Floor, Borderlands 2, Torchlight, etc.
I don't think therefore that it's a problem with the games themselves, it may be a Steam or just an OS issue.

The only way to deal with it I've found is what people already recommended above, open the task manager.

I'm not sure there is anything that can be done to prevent it. It doesn't happen every time, and there seems to be no pattern that I can discern.
