Its Kinguin.net legal or Stam can sanction me?

It's not illegal, but searching through previous posts, it looks like the general consensus is that they're shady: http://steamcommunity.com/discussions/forum/search/?q=Kinguin

Personally, I would avoid them. Proceed at your own risk.

It's basically users selling game keys. It's not "illegal" but does go against the terms of use. Additionally, you have no way of knowing where these games came from and might find your game gets taken away from you later if they were obtained through fraud.

Never buy "keys" from any unknown site online. Stick with Steam and reputable sites such as Amazon, various bundle sites, and GMG.
