Card drops occur roughly once every 40-60 minutes. Do you have any card drops remaining? If you're not sure, check your badge progress page. Once your card drops are all gone, you'll have to trade for or buy the remaining cards in the set (or wait for a booster pack).

There is an exception for F2P games:

Free to play games drop game cards based on your in-game purchasing. For every $9 USD spent (approximate) since the start of the Steam Trading Card Beta, you will earn one card drop. This card will drop at some point as you play. If you have made in-game purchases in Dota 2 or Team Fortress 2 prior to the Steam Trading Card Beta, or if you owned Team Fortress 2 prior to the Free to Play update, you will have 4 or 5 additional card drops available.

Booster packs are randomly given to eligible players. They're quite rare, especially at lower levels, and I personally wouldn't recommend relying on them to complete a set.

How can I get a booster pack?
Once you have received all of your card drops, you become eligible for a booster pack, which is a set of 3 trading cards that may include both basic and foil cards. Booster packs are granted randomly to eligible users as more badges are crafted by members of the community. Make sure you log in to Steam each week to maintain eligibility.

Once eligible, your Steam Level increases your rate of receiving a booster pack drop:

  • Level 10: +20% increase in your drop rate
  • Level 20: +40% increase in your drop rate
  • Level 30: +60% increase in your drop rate
  • Level 40: +80% increase in your drop rate
  • Level 50: +100% increase in your drop rate (i.e. the rate has doubled)
  • Etc.

Depends how important Steam levels are to you and how much time and money you're willing to put into it. If you have any extra (duplicate) cards or other items you can trade, you can trade for the cards you need. Or you can sell those items on the Community Market and use any funds generated to purchase the cards via the market. Or if a couple of bucks means little to you and you want to save time, you can add wallet funds to your account and just purchase them outright via the Community Market.

I see you have some other games you own. I'm not sure if any of your other games have the trading card feature, but I know your L4D2 definitely has some trading card drops. If you're really focused on getting those Gmod cards, you can play a bit of L4D2 to get those cards and go into the Gmod trading forums and trade swap those out.

Most people have strict 1:2 rules (one of their cards for two of yours), but you will have a high chance of finding 1:1 offers for Gmod.

And if you reeaally want those cards and are willing to spend a few pennies, you can go into the market and search for your cards there; prices are always changing and occasionally someone will set their price lower than others. The highest amount I've ever spent on a card was .07 cents, lowest being .01-.03 cents.

Or what you could do is sell your L4D2 cards and use that profit for Gmod cards. Just some suggestions!

Goodluck!
