Can't Change Steam Profile Background

Hi! I can't change my background! The other day it was fine, and I just got a new background worth $4, and when I try to change it, the backgrounds won't scroll down, I just see the actual page behind the background options scrolling up and down. (sry for bad english) Thanks in advance

yeah! I have no 'featured background' button in my edit profile settings in the steam client. how do i fix that?

You need to own a background first.

One that's here: http://steamcommunity.com/my/inventory/

Craft a deck, trade for one or buy one from the Steam Market.

thanks. ok, i purchased a cheapie and it shows up in my steam client. but i also downloaded some from here:
http://steam.gamebanana.com/guis/30190

I put the folder in here:
C:\Program Files (x86)\Steam\skins

but it does not show up as a background selection-even after restarting the client

you must own it in your steam inventory, go to community market and buy one there.

you can not add a background from your computer.
