If you can't launch Steam even in offline mode...
1. Kill the steam client bootstrapper in task manager.
2. Disconnect your computer from the internet.
3. Launch Steam. It should try to connect and ask you if you want to retry or launch in offline mode.
4. Launch it in offline mode and turn your internets back on.

Why didn't I think of doing this? lol ... brain fart moment, personally getting to my wires is annoying so I just disabled my local area connection, launched steam, told it to try offline mode, once that launched re-enabled the connection :P

For anyone who does this and closes the window by accident or something, just tell windows to troubleshoot the connection and it will fix it (after asking for admin privileges)

except games like path of exile require you to have your account connected to steam to login....

Well, it's only a hint on how to turn on offline mode. Online games that use Steamworks obviously won't work.

Or do nothing until Steam fixes their problem. Why does everyone freak out making changes to their installs or systems when its not on your end. Must be desperate or something geez.

Worked like a charm :D tnx EDIT: I had to restart steam again to go back into online mode, but so far seems good
