how to deactivate a activation code

Skyrim was givin to me but it says its all ready activated how can the person that gave it to me deactivate it. thank you.

by my daughter. She bought a xbox version so she gave me her pc version.

Steam games can't be transferred between accounts.

PC games(now days) don't work like console games. They're tied to the account the cd was linked to.
