Unless you're talking about the issues surrounding the DDOS attacks, any page issues is generally due to DNS problems locally. You should try using GoogleDNS or OPenDNS.
If your Steam account is hijacked, you can't use that account to contact Support. Ergo they are separate. Unless you want your hijacker to tell Support everything is ok?
Which is why you have to create separate Support accounts....

You know... Think it like this "A backup account" to get your Main account back. Understand?
Well... Then is you own fault. Seriously, you get hijacked because you somehow gave your account information away.
Thats why you make a support account= New email, new password, the hijacker shouldn't know about those info, unless you used the same email to create that support account...

The only things that binds your account to you is the information you can provide as proof of account ownership such as receipts and cd keys. The accounts you use to contact support does not matter.
Well as far as I'm concerned, if someone's stupid enough to give one lot of details away then they're stupid enough to give them all.
And linking them to your steam account is better ... how exactly?
Again make a NEW support account and submit a ticket.

Either you link them, which is worthless because in a hijack scenario your steam account is lost, or they're separate. There's not much else in terms of 'choices'
There is no better way, they either spend 5 minutes to make a new account, or give up the account to the hijacker. Easy.
