If you get banned, can you still play your games?

So obviously my account is not banned, not in the forums or community aspect, nor VAC for Online or my account in general, so I can play my games just fine. I also have no intention of ever getting banned or violating the Terms of Service/User License Agreement anyway.

I was just curious, if you get your account banned for any reason, are you completly banned from playing games you purchased? So Valve can just say, "Your account is banned and you can no longer play any of the games you purchased, thanks for your money =D "

I'm sure there wouldn't be a Gabe Newell trollface in the message but still. I have heard people say you can't buy new games or register CD keys, and others say you can't play your games again at all, among other things.

Also, if you get to keep and play the games you already have, let's say you have a game you haven't yet installed or you have installed but in both cases you have not registered or activated the cd key for that game. Could you activate a CD Key for a game you already bought?

I still never want to violate the terms of service, I never will do anything to be banned, I was just curious because I had a bunch of games I never got a chance to activate the CD Key to yet because I haven't played them.

Also, if you can keep your games, can you download and install updates and patches that fix bugs and offer improvements? Like Resident Evil 4 Ultimate HD Edition has patches that fix bugs and Skyrim offered that free patch that offered legendary skills where you can reset your skills to 15 and retain your perk points while leveling up that whole skill again. So you can level your character and get skill points for health, stamina and magicka indefinitely.

Sorry again to bother you all with all these questions, I still am a law abiding citizen (not the Gerard Butler kind!) and respect valves user agreement and will abide by it to the death, I was just curious as to people that are and will be banned, and if they at least were granted the mercy to play their already purchased games.

Different bans effect different bits of steam:

Trade ban = obvious
Vac = cant play on vac servers
Full restricted (for fraud/chargeback) = Cant buy/trade/activate code
Communuty ban = no forum (may include trading)

You can always play games you already own,
