Unable to connect to HTTP Proxy, Or unable to connect to server. Steam Issue and solution!
"Unable to connect to server. Server may be offline or you may not be connected to the internet."

I have had an issue where both my steam client and my operating system did not allow me to access my inventory, nor any other users inventories. I searched for a solution and found it.

If you have the same problem, please follow the steps bellow, or click the link to the original post by Valve.

Windows Users - Disabling proxy settings:

Exit Steam.
Click Start > Run (or Windows Key + R)
Type inetcpl.cpl and click OK.
Click the Connections tab.
Click the LAN settings button.
Note: You may want to write down the settings currently found in this window if you need to undo these steps later.
If any items on this window are checked, uncheck them.
Click OK to close any open windows and restart your computer.
Now, launch Steam and test the issue.

Exit Steam.
Click the Apple menu and select System Preferences
Choose Network from the Internet & Wireless section.
Click the lock in the lower left corner to enable the ability to change settings.
If prompted, enter your password (Administrative privilegs required).
The lock icon will now appear open.
Select your primary network connection (Default is Ethernet).
Click the Advanced button.
Click Proxies.
Note: You may want to write down the settings currently found in this window if you need to undo these steps later.
If any items here are checked, uncheck them.
Click OK and then Apply.
Close any open windows and restart your computer.
Now, launch Steam and test the issue.

I wanted to get the issue out there so it is more easily to come by. I had to search for a while to find it. Hope I helped. I know how frustrating it is. :csgogun:
