Can i play my ROW game with a friend that has region lock?
I live in a region locked country but will buy through steam trade the ROW(rest of world) version of dark souls 2, some of my friends wont be able to though, will i be able to coop with them if they are locked in a region?

No reason you wouldn't be able to. I doubt region lock would affect COOP connections.

Definitely.

Locks only prevent Steam users from buying it through Steam. Once you acquire a copy and successfully install it, you can play it whenever you want, with whoever you want.
