Report a translation problem
He activated a region locked game key from a third party source which is not compatible with his actual location, therefore he's asking help to remove that game.
If he just wants to have it removed, his only way is going through Steam Support.
If he plans to have it removed to activate another one, it won't do any good because that key won't be deleted from his account. It will resurface if he tries to activate another key.
He can only make a new Steam account and re-purchase the game from there.
Seems he just want a game removed; contact support and ask them to remove it.
