Also check your anti-virus, as this is a common problem wehre your AV basicaly obliterates teh file
No, none of that seems to work. Steam support sent me a reply email telling me to delete everything but the application/ steamapp/ and userdata files. I did that, but still nothing. It's now stuck on 53%, and is giving me the "update required" message more than before.
I tried maybe installing the game on my family's older vista desktop, but it was never able to get past 3%, either. I'm so stumped, this is getting ridiculous.

I'm using Norton, and for now I have the smart firewall turned off (since it never really gives me a blacklist/ exception option).
I used to have Norton and it was nothing but problems. What I would attempt to do is take it off automatic startup and restart your computer. Log into Steam and attempt the download again and see if any progress is made. Change your startup settings back to your current default and restart after the download finishes.
Keep in mind this is just my opinion but that's what I would do myself. Do so at your own risk.
I understand, though. Norton gives me a headache most of the time. I guess I'll leave it over night and see if it times out again (a little weak, but I'm desperate a this point)

I'm not sure how, or why, but when I woke up this morning the speed bumped up to 1.2 mb/s. I left it on while I went to school, and when I came home it was ready to play?
this might not solve the problem for anyone else, but all I did was install all the windows updates, restart, and put on sleep mode for the night.

2. Switch to or from the beta client.
3. run the Steam installer again.
4. Uninstall Steam (after backing up the games you still want) and reinstall it.
