I reformated, can i reconnect my 400gb of steam games?

What exactly do you mean by "reconnect"? Did you make any sort of backup? If not you need to download everything from scratch via your Steam library.

I mean i have 400gb of game in E:/SteamLibrary/, i only reformated boot SSD, but steam's registry is no longer connected to all those games.

Try this: in the top left corner of the Steam client, click "Steam" > "Settings" > "Downloads" tab > "Steam Library Folders" button. Check and make sure that any and all Steam libraries (i.e. C:\Program Files\Steam\ or E:\SteamLibrary\) you may have are in that list.

Cool, i was able to reconnect most of my library by adding my old steam install folder as a new library + a few of other games are backed up. Thanks alot :)
