disabling a firewall is never good enough to test the isssue , unless it is the windows firewall.
I don't get any error message.
I already tried to run it as Administrator, but I get the same problem.
Ctrl+Alt+Del doesn't work. The computer freezes.
I have Symantec Endpoint Protection.
No sound with the crash.
Let me check the event viewer and reply later. I need to try to install steam again, because I have too many events in the last couple of days (because I have been trying many methods to solve the issue). So, I want to make sure which one is related to steam.
I do have the windows firewall, but I added steam to the safe programs.

people never get that , it shows it must be something you have installed that does not startup with safemode.
because it worked.
remove steam from your windows firewall and let it relearn , no need to add things yourself.
the error message is clear too , maybe you have security software installed you do not remember.
review your installed software.
edit:you use norton or symantec , I bet it is the issue.
its just malware on its own.
it has somekind of network protection feature.

EDIT: I just realized I have Symantec Endpoint Protection, Norton Security Scan, and Windows Firewall. I don't know if the overlap or complement each other. Any suggestions?

I wasn't aware I had them. I guess they came already installed on the PC.
So, I uninstall Norton Security Scan. Is that all I need to do?

But it still keeps crashing.
I uninstalled all unnecessary security software. I removed all steam exe files from the firewall safe programs. But it still doesn't work.
I disabled all background applications, but I keep getting the same error. What kind of program might be running after disabling all the background applications, but doesn't run on Safe Mode?
