You will then have to go back to the place you purchased the game keys from and manually compile all your keys into that file. All of the reputable key sellers I have used list all my Steam keys in my account section of their website.
A more pressing concern would be if a hijacker got into your account and then printed the thing you're asking for.
CD-keys are used as a proof of ownership for that account, that whole idea would go out the window if it was retrievable after the fact.
The thing is if a hijacker got into any account they could have all the games, the account is the pesons personal concern for security. I am looking at worst case scenario that steam could loose your purchases from steam's database and I would want to recover all the purchases I made.
