What happens when a publisher removes a game from Steam?
Simply put, are publishers allowed to remove their games from everyone's Steam libraries without refund and prevent re-downloads if they decide to part ways with Steam?

The games remain in the libraries of those who bought it.

That leads me to two other questions.
A. If a publisher loses the rights or goes out of business, causing the game to leave Steam's store, does it disappear from users' libraries?

B. If a publisher never had the rights to a game and placed it on sale anyways, once it is removed, it is removed from the libraries of users, correct? If so, are refunds issued, or no?

I say those arguing developers/publishers have to sort it out with themself and leave to consumer alone.

no need to draw a consumer in those confilcts.
they look at sales than exchange bank account numbers.
