Steam always on top of other windows, including its own

so idk what has happened but all of a sudden the main steam window wont go behind others i have open (like chrome or even my friends list) unless i minimise it.
if that was not annoying enough when i am in my liabry the games list scroll back down half way no matter how hard i try to scroll up or down it will return with in 2-3 seconds.
have i clicked a setting or something like "always on top" ??
any ideas people on what might be going on??

I'd just restart steam. It likely a gdi draw error of some kind

i was gonna say if you had powertoys and was on windows do windows+ctrl+t but apparently your way works :(
