steam endless update loop [FIX'D (for me anyways)]

help i cant open the steam app, everytime i want to run it it just says updating steam extracting package...installing update...cleaning up... and then the update window dissapears and opens another update window and repeats the same process...anyone know whats going on?

oh i signed up for the steam beta thing
also i havent been using this computer for a long while because of school
what should i do?

edit: after fiddling arund with steam's folders i noticed while the update window are going 2 files are created in my steam folder one is .crash and one is crashhandler.blob.old and keeps getting created and deleted in the folder

update: so i tried deleting the whole steam directory EXEPT for steamapps and steam.exe, restarting my computer and then running steam through the installed folder...
steam is back to normal now, although one little problem is that my desktop icons for my steam games are not showing up (the shortcut is there, just missing the icons), uhhh...does anyone know where steam keeps its icons?

alright i might be posting a bit too mutch here but its fixed now...edited the thread so when you guys get the same problem as i am you dont have to scroll all the way down

I know this thread is 2 years old but it just helped me fix getting steam working again after upgrading from win 7 to windows 10. Games could not get updated anymore possibly due to old win7 ownership of some of the steam folders/files. So this could be helpful for others even today.

However I would suggest to make a backup of the userdata folder for all the savegames
