I'm getting a new computer. Do my game saves automatically transfer, or do I have to transfer them manually.
I know I will have to redownload the games, but I want to know if i can keep my save progress.

Unless you disabled the feature of "saving to cloud," you won't lose any progress.

Everything that has a savegame feature lol (as in your place in Sonic the Hedgehog 2 will not be save).

Depends which games you're on about. If they have Steam cloud sync, then most likely.

Some games save to the cloud, some do not. I'm not sure how to tell which do or don't.

I had to replace my hard drive so I lost everything. When I redownloaded Far Cry 3 my game was saved, but when I redownloaded The Walking Dead I had to start from the beginning.

To summarize what others have said: if a game uses Steam cloud, and you have not disabled it for that game, your saves will automatically transfer. If it does not use Steam cloud, you will need to manually transfer your saves. Save folders may be stored in My Documents, AppData, Steam's userdata folder, Steamapps, or occasionally somewhere else.

You can also backup your steam folder from the steam menu and re-install it on new machine.

Backup is an option, but steam cloud sync works for most of the games.
