Steam and their RIDICULOUS restrictions rules !!!
Consider it this way, if, for eny reason, you remove your OS (operating system) to clean your computer from spywares,virus etc, you will get a 7 days trade restriction...for what? for using a NEW DEVICE...!!!
That's what happened to me...removed windows to clean my computer (i do that every 4/5 months to keep my laptop safe and clean), installed tf2 steam again, entered steam and then received this restriction message.

Now here are Valve rules when it comes to trade restrictions :

Steam Guard not enabled

We require Steam Guard to be enabled for 15 days to help protect your items and Steam Wallet funds from being misused by someone who may have illicitly obtained your password. If you have not had Steam Guard enabled for 15 days, you will be unable to trade or use the market. Accounts that currently have Steam Guard disabled will be unable to trade.

Recent password reset

If you reset your password, you will be restricted from trading and the Community Market for 5 days. If your account has not had any activity for more than 2 months, these restrictions will apply for 30 days. We do this to help protect users who lose access to their email account. Note that this does not affect password changes, only password resets.

Newly authorized device

If you are on a newly authorized device that has not been Steam Guarded for 15 days you will receive a 15 day restriction from trading and the Community Market. Any other devices that have been authorized for 15 days will be able to trade or use the Community Market.

Newly added payment method

Only items and games that are purchased with trusted payment methods can be traded immediately; otherwise there is a 7 day cool down before they can be traded. The Steam Community Market will also be unavailable during the cooldown. Any payment method that has been used on the account more than 7 days ago is considered trusted.

Current trade ban

You also may be unable to trade or use the market if your account has been banned from trading by Steam Support. Depending on the severity of the violation, you may receive a temporary or permanent trade ban.

Non-Trusted account

An account must be trusted in order to use the Community Market. To be trusted, the account must have a successful purchase older than thirty days, but not older than a year. The purchase of wallet funds qualifies for becoming trusted.

Counter-Strike: Global Offensive Trading

If a VAC Ban (for any game), cooldown or overwatch ban has been registered on your account, you will no longer have access to the CS:GO store, or be able to make trades for CS:GO items, and you will no longer receive item drops. You will still have access to your items that were acquired before the ban/cooldown.

In my case:
- Did i have steam guard not enable? answer : NO, it's running on my laptop since 01/01/2013.
-Did i recently reset my password? answer : NO.
-Did i add a new Device? answer : NO, i'm using SAME LAPTOP.
-Did i added a new payment method? answer : NO.
-Did i get banned for eny, game, server, website? answer : NO, never.
-Do i have a non-trusted account? answer No: done tons of purchases on community market, shop very recently.

Here's the answer i got from steam staff :


"Hello,

Thank you for contacting Steam Support.

Our trading system is designed to protect user accounts and the Steam Economy. Recent changes to your account information may have restricted certain features of the Steam Community for a limited time.

As a result, some items may temporarily not be tradable or sold on the Community Market. Once this restriction expires, you will be able to trade items and use the Community Market once again.

Steam Support cannot remove this restriction from your account at all. These security features cannot be bypassed."


Wonderful, as you can see, automated 100% useless answer. they say their trading system is designed to protect user accounts and STEAM ECONOMY, sorry but WE ARE STEAM ECONOMY...and your not protecting enything here, your preventing someone from using his 100% clean account and his money from trading and using a product he paid for, reason? NONE!!

I know i'm not the only one having this issue and i've seen so many unfair cases with bad steam support, that's why i wanted to add this message, so people know what to expect from steam support.

Seriously thinking of definitely quiting steam, too many game crashes, error messages, incoherence trade rules.

They are all there in case of a hijack event.
The rules are fine, IMO. Especially the (only) one that affects you, considering you're using a laptop - AKA a machine that is way more common than a home built PC.

The only odd thing to me here is the need to format a machine every 4/5 months to wipe it clean. I, for one, even back in the days of no SP WinXp used to format my PC no less than in a 10-12 months span, and that only in case of excessive program installations.
I don't think he's complaining about the rules themselves so much as pointing out that he got a restriction for no reason that fits the given ones in the rules.

From the sound of it (since you reinstalled TF2) you deleted your Steam folder with the installation. That's where you would have deleted your Steamguard authentication. So you end up on a 'new' device.

Authentication needs to be kept somewhere. Next time keep your Steam folder intact.

deleting the ssfn files triggers no restrictions for me , just a steam guard code that needs to be done again.

Well, there is a whole section on an official Steam Support article on how clearing cookies and temporary files can trigger the New Device. And this user completely reinstalled their Operating System.

I will make a video me deleting it a few times and deleting the cookies from all my browsers.
no problem :)

a fresh operating system install does trigger a restriction.

cmon man i get restritions to for adding new device, never buy anything from steam more than 1 years and added new payment menthod. WTH!!

If you can't follow Steam community guidelines, there's always origin. Payment method locks are put into action in order to verify that a new payment method can be verified if you are using a credit card and will notify them if there are any discrepancies. The locks placed on certain actions are perfectly within limits.

I just logged into Steam after a long time off. My account is verified and Steam Guarded and everything and I try to buy badges for the summer sale so I can get the Rubedo skins for Warframe and I get "You account is unable to use the community market". No reason why,

you need to have a purchase between 30 days and a year ago to be able to use the market. Ie, at least have been a customer in the last year at some point. If not, you're looking at a cooldown of 30 days after you buy something again.

It was a long time ago but I did buy the Skyrim DLC through Steam. I came back because I wanted to take advantage of the Summer Sale and get the Rubedo Skins for Warframe. If they're gonna make me wait 30+ days just to use the market then the sale will be long gone by then and I might as well just refund my money now and use it someplace where they will actually let me use it.

I understand wanting to protect against fraud and forms of theft but these ridiculous rules are going too far. Many other games and companies have virtual stores and markets and seem to do just fine without all these silly rules.

Also I do have a verified account with Steam Guard.

This is fricken stupid. i always reinstall my PC OS on average 5 times a year due to viruses. storing my personal filed on a removable hard drive. from all the times i have installed my pc, I NEVER had this problem until now. W.T.PIE :fmad: it triggered after logging my Laptop on my friends internet. :KSad: MAKE SOME SORT OF EMAIL VERIFICATION SO WE CAN REMOVE THIS FRAUD PROTECTION EARLY FOR SUCH PEOPLE!!!

You have major security issues and very poor browsing habits if you have to format your PC five times a year because of viruses.

Maybe you need to step up your internet security a bit more.

I use free virus protection. I hack free software, keeping only the best; removing the worst. don't dig into other peoples personal habits assuming my poor habits or actions i may not have. Instead, help the people with info, not BIAS. This thread is about steams poor restrictions rules.
