The European version got censored so I would imagine it's pretty tight.
If you can't activate it, you're simply just out of luck. It did warn you before you bought it, so you really don't have any other course of action other than to beg Amazon for a refund.
But I know that most games simply will refuse to work due to u logging into a Steam server in another country. My sister has a long list of game library through Steam, she purchased them all in USA but is working now in South Korea, and while Steam Client works, her games do not for the time being until she comes back, or moves to a country that would allow them to work.
