change groups from public to private?

How do I change my group privacy settings (Public / Invite Only)?
1) Login to your Steam Community Profile.
2) Select GROUPS and click the Visit admin page link next to the group you wish to edit.
3) Select the Settings tab and click the circle next to the Group Status option that you would like for your group.
4) Click Save.

Try "Edit group permissions".

But if it's invite only, can they ask to join, or must we invite and only invite...

Where is the help and tips, I hover over the help tab and there is no tips and I hover over the steam tab and there is no help and tips!!!
