When you're downloading a game it should show your download speed next to that game in your Steam library. Alternatively, you can change to your downloads screen by going to your library and clicking "All Games" (found next to the search field) then select "Downloads" (to get back to your games list just reverse those two steps).
If you mean, how many MB's per second is that, it's 0.85 MB/s (megabytes). Or around 7mb/s (megabits).
