Here's how I finally fixed Steam from crashing when opening Friends list and also when exiting Family View. (This worked in my case is all I can say, I hope it works for others too!)
On mine, even while Steam was 'crashing' and trying to constantly redraw the screen, I could still go into Settings, and I could also go into Big Picture mode. (In Big Pic Mode, the friends list would be blank for me and not show anything...)
- In Settings, select the Interface Tab and UNCHECK the first checkbox for "Scale text and icons to match monitor settings".
- Close settings, and exit and relaunch Steam.
- Open Friends List (which should hopefully now open and not crash!)
- Now Move the Friends window to middle of monitor (??) (I suspect/guess this is so when text scaling is set back later, the friends window will again open on screen when scaling is applied.)
- Close Friends window. (in an effort to give it a new window location to remember)
- Go back into Settings and re-enable "Scale text and icons" on Interface tab.
- Close Steam, and relaunch. The Friends list should now open as normal.
This worked for me, after hours of fighting with Steam and reinstalling, wiping out registery, etc, etc, hopefully it works for you too!
