Installing latest flashplayer didn't seem to help either.
First of all thanks for everyone who are willing to help with my problem I'm currently having at the moment in advance!
So here is my problem. Until not long ago I was able to play any videos in Steam Web Browser without any problem. However today I'm having a strange issue.
When I try to play any video on Steam Web Browser including Youtube videos then I am having a black screen which doesn't show any image/video at all but strangely I can able to hear the sound without any problem as you guys can able to see in the following screenshot:

I'm having same problem when I'm using web browser in Steam Overlay too so when I wanted to check some video guides while I'm gaming then all I can get is this black screen.
First of all I tried to clean install my Chrome web browser since some of people said that Steam Web Browser is using html5/flashplayer that Chrome uses.
I also tried to clean my web and cookie cache in the settings too but still I haven't found any solution for this problem.
I didn't clean reinstalled my Steam client but if you guys say that it might fix the issue then I might give it a try but this started to happened after the last update I think.
So any solution? I tried to look for solution on the web but so far there are no answer that might help me.
I wanna use Steam Overlay because its important for me when I'm searching game guide videos on Steam.
Thanks for the answer in advance!
Best Regards.
I think this has nothing to do with flashplayer because I already have latest codecs installed on my PC as well as latest flashplayer for other browsers such as Firefox.
As for Steam Web Browser it is using HTML5, not flashplayer as you can see in the following screenshot:

I wonder if it might help but here is the "debug info" that might be useful for people who have more knowledge when it comes to provide good solutions:

I can play any video smoothly without encountering any problem in other browsers such as Chrome or Firefox however and as you guys can see in the screenshot I posted above I have just recently started to have this black screen issue recently.
So I'm pretty sure this problem has anything to do with Steam client and as DICLONIUS stated it might even have any relation with recent update.
I hope we have get a fix for this problem anytime soon from Steam's end and is there any way to report this issue to Steam developer team or are they reading these forums too?
Or it would be really great if someone also provided temporary solution for this problem ;<
